The House Transportation & Infrastructure Committee released a report today on Public-Private Partnerships (P3s) that recommends improving state and local agency capacity for structuring complex P3 agreements, breaking down barriers to consideration of P3s, balancing the needs of the private and public sectors, and ensuring transparency and accountability.
The report reflects ACEC’s view that P3s are an important adjunct financing tool, but that not all projects are well suited for P3s and, most importantly, they should not be thought of as an alternative to federal funding of core infrastructure programs.
