The Federal Highway Administration (FHWA) doesn't adequately track most of the $41 billion in annual federal highway spending, according to a report by the General Accounting Office (GAO).
The FHWA does not require detailed reporting on construction projects that cost less than $500 million, which account for about 88 percent of annual spending. The GAO said the federal Financial Management Information System software already contains fields that would allow states to report spending, but those fields are not used.
The FHWA opposes increasing reporting requirements, saying they would drive up compliance costs.
