Senate Majority Whip Dick Durbin (D-IL), who sits on the Senate Appropriations Committee, said last week that bringing back earmarks would loosen the transportation funding gridlock on Capitol Hill.

The ban on earmarks, he said, has "created a situation where you can't get transportation bills passed, you can't get highways funded."

Durbin added bringing back earmarks would require some system reforms, including requiring lawmakers to disclose their earmarks and to provide letters of support.
